This matter is before the Court upon the motion of petitioner, John Patrick Tully, for an order granting his application for a writ of habeas corpus. On September 26, 1979 the cause was remanded to this Court by the Court of Appeals for the Third Circuit with a direction to grant the writ "unless the State of New Jersey affords [Tully] a meaningful sentence reduction hearing within a reasonable time".
