In this action, plaintiff seeks damages against the United States (acting through the physicians at the Veterans Administration Hospital in Tuskegee, Alabama), for malpractice, alleging that he has developed glaucoma as the result of negligence arising out of a cataract operation performed in December 1975, at the Tuskegee Veterans Administration Hospital.
