This is an appeal by United States Fire Insurance Company (U.S. Fire) from an order of the trial court overruling its plea of privilege filed in a workers' compensation case. Rosa Alvarez and Manuel Alvarez filed suit in Webb County, Texas, to appeal from an award of the Industrial Accident Board. U. S.
