The plaintiffs1 were employed as inspectors in the engineering division of the department of public works of the defendant city of Milford. On June 30, 1972, they were discharged after a decision by the city's board of aldermen that, due to budgetary considerations, their positions were to be eliminated. Thereafter, the plaintiffs filed a grievance with the city's civil service
