This is an appeal by Clarence A. Smith, III, an inmate of the federal youth facility in Morgantown, West Virginia, (Kennedy Center), from the decision of the United States District Court for the Northern District of West Virginia denying his habeas corpus petition. The habeas corpus petition alleged that the action of the United States Parole Commission denying parole was arbitrary and capricious and violated 18 U.S.C. §§ 4206(b)...
