Phillip Ducote appeals a final decision by the Louisiana State Civil Service Commission upholding his termination as a floor maintenance supervisor at Charity Hospital in New Orleans. We reverse.

On November 30, 1976, Ducote was sent a notice of suspension, effective December 2, 1976. On January 10, 1977, appellant was notified of his termination, effective January 17, 1977. The termination grounds alleged were improper performance of duties...
