By his complaint filed in the Superior Court on October 3, 1974, the plaintiff alleged that on December 18, 1973, the city council of the city of Fitchburg revoked a permit held by him to store gasoline on land which he owned; and that the revocation was accomplished in an arbitrary and capricious manner and in violation of prescribed statutory procedures.
