This appeal raises the issue of whether, under the Interstate Commerce Commission regulations governing "equipment leases",1 an interstate carrier is liable as a matter of law for the negligence of the owner-lessor, occurring some nine months after the carrier considered the lease terminated, merely because the carrier's ICC identification placard had not been removed...
