The Workers' Compensation Commission, ruling on petitions brought in May and October, 1977, by a worker, David R. Baker, ordered Seaboard Surety Company (Seaboard) to pay Baker all of the medical expenses and attorney's fees incurred by him as a result of an injury he sustained on February 5, 1976 in the course, and arising out, of his employment with Associated Transport, Inc.
