Appellant was convicted by a jury of violating 18 U.S.C. § 6411 by unlawfully attempting to convert a stolen Illinois Public Aid Warrant in the amount of $586.76. Approximately 50% of the money in the account on which the warrant was drawn was granted to the state by the federal government under 42 U.S.C. § 603 (Aid to Needy Families). Appellant complains, however, that the warrant was not "money, or a thing...
