I. Rule 10(a)

We are aware that Rule 10(a) of the Rules of Appellate Procedure limits appellate consideration to exceptions set out in the record. However, Rule 10(b)(1) provides an exception for matter where objection was noted at the trial level. It is now clear that formal rules of evidence do not apply to municipal administrative boards, Humble Oil and Refining Company v. Board of Aldermen, 284 N.C. 458
