This matter comes before the court in the following manner: On August 19, 1974, plaintiff Eddie LeBlanc, Jr. filed a pro se complaint against Orleans Parish Criminal Sheriff Charles C. Foti, Jr., alleging that, while LeBlanc was a pretrial detainee at Orleans Parish Prison, he was denied the equal protection of the laws and due process of law by certain individuals employed at the prison.
