The parties have stipulated at oral argument that Shirley Doerr was elected as a member of the Galloway Township Council at the regular general election held November 1977, for a term of four years commencing January 1, 1978, and that she resigned the office effective November 16, 1979. It is further stipulated that Ms. Doerr's normal term of office would have terminated on December 31, 1981. The vacancy thus created as a result of Ms. Doerr's resignation...
