Plaintiffs in these consolidated appeals brought suit in the circuit court against the Michigan Department of Labor and others seeking damages for personal injuries and wrongful death arising out of an explosion at the Farm Bureau Services grain elevator complex in Zilwaukee, Michigan. Concerning the Department of Labor, the suits alleged that the department had failed to properly inspect the grain elevators for compliance with applicable safety regulations...
