On November 28, 1979 appellee Norma Richardson, the owner of the Last Chance Grocery, was issued a license by appellant City of Columbus (City) to sell beer and wine for off-premises consumption. On January 8, 1980, after a hearing on the matter, the City revoked appellee's license.
