Ramsey County filed a juvenile delinquency petition against the respondent on August 28, 1974, alleging that the respondent was responsible for the death of Dennis Durand 3 days earlier. At that time, the respondent was 17 years old. A warrant for the juvenile's arrest was issued, but service could not be made. The case was continued by the juvenile court for almost 4 years.
