I.

On November 19, 1975, Vincent Molina pled guilty to distribution of heroin. He was given a five year prison term and a three years special parole term. After serving three years of his sentence, Molina was paroled on December 13, 1978. One condition of his release was that he attend a drug treatment program. He failed to follow this requirement and was placed in a halfway house in the fall of 1979. He did not attend therapy...
