On June 1, 1978, plaintiff Berton Atkinson filed an application with the Chief of Police of the City of Bloomington for a permit to carry a pistol, pursuant to Minn. Stat. § 624.714 (1978). His application was denied for failure to demonstrate a "personal safety hazard," as required by the statute, § 624.714, subd. 5(c). The Hennepin County Municipal Court affirmed the denial.
