The plaintiff initiated a proceeding in the circuit court to have certain parking regulations at the University of Illinois declared to be invalid. Plaintiff also sought to enjoin the enforcement of the regulation and the collection of fines. The trial court denied the injunctive relief and in a memorandum opinion and order entered judgment for the defendant in the declaratory judgment...
