This case is an appeal from a final judgment entered by the circuit court on October 18, 1978, and amended on November 8, 1978, which declared void a county seat removal referendum election held on November 2, 1976. In that election the majority of voters in 16 of Burnett County's 24 municipalities voted to remove the county seat from the Village of Grantsburg in the far western part of the county to the Township...
