Appellee Bill Bates was discharged from Little Rock Police Department on April 5, 1977 after fifteen years as a law enforcement officer. He appealed to the Little Rock Civil Service Commission where his termination was affirmed. The Commission's determination was appealed to Pulaski County Circuit Court. The case was tried de novo and was reversed. The Court ordered Bates re-instated to his former position...
