Baker pleaded guilty in the Circuit Court of Montgomery County to the unlawful possession of phenmetrazine, a Schedule III controlled substance, pursuant to plea negotiations in which the State agreed to dismiss a pending forgery charge. This appeal followed denial of the defendant's motion to withdraw his plea of guilty and vacate the judgment of conviction...
