The plaintiff, Expedient Services, Inc., appeals from the district court's denial of a preliminary injunction against the defendant, A. Vernon Weaver, the Administrator of the Small Business Administration. The district court reserved its ruling on the issue of jurisdiction and, after hearing testimony, found the plaintiff's claims to be without merit.
