Plaintiff Pamel Corporation initiated this suit by filing a poorly drafted complaint in the district court. The gravamen of the claim appears to be that the Puerto Rico Highway Authority unconstitutionally deprived it of the entire value of two parcels of land by reclassifying them as "P", or "Public Use".1 Plaintiff seeks damages under 42 U.S.C. § 1983 for this alleged uncompensated "taking".
