The present action comes to the Supreme Court upon a reservation of facts and a question of law pursuant to General Statutes § 52-406. The parties agree upon the facts on which the controversy depends and submit the following question for our advice: Whether the Indian Affairs Council is an agency within the meaning of § 4-166 (1) of the General Statutes such that the provisions of the Uniform Administrative Procedure
