This is yet another case in the continuing line of cases1 that deal with conflicting interpretations of the statutory scheme providing for Aid to Families with Dependent Children [hereinafter "AFDC"] 42 U.S.C.A. § 601 et seq. (1974, Supp.1980). The AFDC Program, established by the Social Security Act of 1935 and now codified as amended in 42 U.S.C.A. § 601 et seq....
