This case challenges administrative action of the State of Alaska taken in connection with bidding upon a state office supply contract. There are two issues before us: first, whether using regular mail to send an amendment to an invitation for bids is a proper procedure for notifying known bidders; and second, whether the bid in this case was rendered nonresponsive by failure to return an amendment.
