This is an action by two high school teachers who claim their First Amendment rights have been abridged because they are not allowed to team-teach a course according to their own plan. Defendant-respondent school board prevailed on summary judgment. The Court of Appeals dismissed the appeal for lack of an adequate record. Millikan v. Board of Directors, 20 Wn.App. 157
