This is a civil rights action, arising under 42 U.S.C. § 1983, in which the plaintiff seeks damages for false arrest and use of excessive force. The complaint contains four causes of action against the city of Milwaukee police department and one cause of action against the Milwaukee county sheriff department; each of the five causes of action alleges a separate arrest, the first occurring in July 1977...
