This case arose after Seattle Bonded, Inc., garnished Paul Miller's wages to satisfy a judgment for back child support. Such judgment had been assigned to both the bonding company and the Department of Social and Health Services (DSHS), by Sharon Gerlack. DSHS brought an action for declaratory relief to determine the parties' rights. Gerlack and DSHS obtained judgments against Paul Miller for unpaid child support...
