PER CURIAM.

The Insurance Commissioner's declaratory statement, interpreting section 626.837, Florida Statutes (1979), in its application to appellant Stoner, does not violate APA rulemaking requirements. The meaning ascribed to the statute by the Insurance Commissioner is supported by the text and statutory history, and no error in the declaratory statement is shown.
