Plaintiff Angela M. Stewart ("Stewart"), a minor, by her mother Mary Stewart instituted this action under the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671 et seq., claiming that by reason of alleged negligent operation of a United States Postal Service vehicle, said vehicle collided with Stewart's bicycle resulting in personal injury to her.
