Paulsen, while sheriff of Scott County, was accused by county attorney's information and subsequently convicted of bribery by accepting reward for public duty in violation of section 739.10, The Code 1977. The accusation and conviction resulted from a scheme of illegal overcharging for automobile mileage expense in the serving of civil papers by his deputies.
