These appeals come before us in connection with an application by Gerlardo Mastracchio (applicant) for postconviction relief pursuant to the provisions of chapter 9.1 of title 10, G.L. 1956 (1969 Reenactment), as enacted by P.L. 1974, ch. 220, § 3.
