The grand jury which returned the indictment upon which this prosecution was based heard testimony on one day (May 7, 1980) and heard from only one witness: Drug Enforcement Administration Special Agent William E. Modesitt. He detailed all observations made at Metropolitan Airport which led to these defendants' arrest and prosecution. Agent Modesitt named each of the agents who were detailed with him...
