The appellant, Daniel N. Blomquist ["Blomquist"], brought this appeal from a judgment of the Grand Forks County District Court denying his petition for a writ of mandamus. The district court ruled that Blomquist failed to exhaust his administrative remedies in connection with his "dismissal" from the City of Grand Forks Police Department and that, as a result of this failure to seek an administrative remedy, mandamus could not properly be issued...
