In November of 1976, the Peoria County Board adopted a resolution, which provides, in pertinent part:

"NOW THEREFORE, BE IT RESOLVED, that the County Board of the County of Peoria hereby authorizes the County Collector of Peoria County to print the following, or comparable, instructions on the real property...
