The question presented is whether or not the appointment of the fire chief of the paid fire department of the City of St. Albans must be made pursuant to applicable civil service provisions or may the fire chief be appointed by the Mayor, subject to the approval of the City Council, to serve at the will and pleasure of said Mayor...
