On September 21, 1978, Peter Torkar was found guilty in Seattle Municipal Court of 17 counts of parking violations. He appealed to the Superior Court where he was again found guilty by a 12-person jury, and now appeals to this court, arguing the unconstitutionality of a Seattle ordinance.
