On December 28, 1973 the appellant, City of Long Beach (the city), and Local 287 Uniformed Fire Fighters Association (the union) entered into a collective bargaining agreement. The contract covered a period of three years and seven months and was to run from December 1, 1972 until June 30, 1976.
