This is an appeal by the Center City Residents Association (protestants) from an order of the Court of Common Pleas of Philadelphia County affirming the decision of the Zoning Board of Adjustment of Philadelphia (Board) to grant a use variance to 18th and Rittenhouse Associates (applicant) for premises at 250 South 18th Street.
