In the instant appeal, the individual Appellants were protesters in the proceedings before the Liquor Control Board (Board) regarding the application of El Rancho Grande, Inc. for a liquor license. The individual Appellants appealed the grant of the license to the Court of Common Pleas of Potter County and Tioga-Potter County Tavern Owners Association (Association) petitioned the trial court for leave to intervene.
