The defendant State Boundary Commission appeals as of right a June 1, 1979, lower court order reversing a decision of that defendant which approved two petitions seeking to annex land from the plaintiff Township of Coldwater and attach it to the intervening defendant, City of Coldwater.1

In April and in June of 1972, various land owners in the Township of Coldwater filed petitions with the State Boundary Commission...
