This matter is before the court on the petition of Thomas Phillips, respondent, to terminate a support order. Petitioner, Kathryn O'Hara, had a child out of wedlock on July 28, 1978. Petitioner signed a statement for the Department of Public Welfare on October 5, 1979 which named respondent as father of the child and alleged that respondent admitted paternity.
