The Circuit Court for Howard County (Macgill, J.), by decree dated August 20, 1979, declared that § 2 of chapter 175 of the Acts of 1978 and § 2 of chapter 314 of the Acts of 1979 were unconstitutional and invalid as being in contravention of the contract clause of Article I, § 10 of the Constitution of the United States....
