By the order which follows, we determine that preliminary objections filed by the Board of Assessment of the County of Bucks (board) should be overruled and that Lucille Lalmant Deigendesch and Jean Lalmant Leighton (plaintiffs) should be permitted to proceed with their action seeking declaratory judgments nullifying a tax "roll-back" and interest penalties under the amendment to the County Code which permitted reduced tax assessments...
