The Laurel Highlands School District (District) suspended Antoinette Platko, Patricia Stefancin, Edward J. Regula, Sharon Sementa, Joseph Zammerilli, and Barbara Nemchik (collectively, Appellants) due to a substantial decline in pupil enrollment.
