This appeal comes to us by appellant, Penn Lakes Girl Scout Council, Inc., by reason of the granting of a "special permit" to William White who seeks to operate a race track for vehicles in an area zoned "Agricultural-Conservation-Recreation (A-C-R)."

Regrettably but by necessity we are compelled to remand the record to the board because of the lack of a sufficient record for us to even determine the exact issue or issues...
