OPINION

HOWARD, Judge.

A bullet fired by appellant went through the front door of an apartment striking six-month-old Chana Alderman in the head and killing her. The police did not know appellant fired the shot until the next day when the county attorney's office received an anonymous telephone call through "88-Crime" hot line, a means for citizens to report crimes. The caller said appellant was going to turn himself in, but in case he failed to do so, wanted...
