The City of Pittsburgh and Mayor Richard S. Caliguiri (Petitioners) have appealed from an order of the Pennsylvania Public Utility Commission (PUC) adopted September 28, 1978. The order granted an $81 million rate increase to Duquesne Light Company (Duquesne) and denied the Petitioners a refund from a $60 million tariff which Duquesne was permitted to file effective...
